I live in UAE more than 16 years and every year I was witness of accidents which had been caused by new comers to UAE which they had only converted their driving license from their country of origin to UAE driving license.
By knowing how to drive a vehicle doesn’t mean one is aware of all the traffic rules in UAE. Even though in general they follow the same guideline but there is 10-20% difference from a country to another country. Even for some countries the driver is on the right side and is totally different pattern as UAE.
In my opinion regardless of nationalities, any new comers to UAE should take the road test as well as theory test.
