I keep seeing people overtaking on the inside lane and the hard shoulder. The hard shoulder should be for break downs , accidents and left free for emergency services not for overtaking when there is heavy traffic. If a car does breakdown it is quit easy to move the car onto the hard shoulder easing the traffic flow to all other lanes.
Some drivers want to stick to the speed limit and quite often feel intimidated by other drivers and sometimes having to move from the inside lane(slower lane) into the middle lane to avoid aggressive drivers who are driving right up to the bumper, flashing lights and being a pest. This should not be happening, If they want to break the speed limit and take over that is their choice but don’t be aggressive to other drivers who are abiding by the law and keeping out of the way on the inside. Taking over a vehicle in front should only happen in the lane to the left of the driver in front.
Threatening behaviour on the road is clearly unacceptable and I join your complaint about that.
That said, if a driver finds that vehicles are frequently passing them on the right hand side, they should probably also think about their own lane discipline, since it is incorrect to be driving in lane 2 or 3 if the lanes to your right are empty.
